Customizable Tidy settings

It would be an excellent addition to Cascade Server if administrators
were able to specify the settings for Tidy to use in Cascade. This
could be implemented at the System Preferences level.

Certain of our users should always use tidy, while others shouldn’t because Tidy messes up the formatting of some legacy pages we still need to display but don’t have the time to re-do. So it would be good for us if an administrator could set the default of “off” or “on” group-by-group or user-by-user and not just system-wide.
